New Jersey Community Solar Program
In 2021, the New Jersey State Legislature passed legislation to establish an agrivoltaics (known as dual-use in the Garden State) pilot program. After a lengthy regulatory delay, the NJ Board of Public Utilities released a straw proposal for the pilot program in the fall of 2023. Lightstar eagerly awaits a final rule proposal and the opportunity to submit a variety of projects into the first solicitation process later this year. Our very own Lucy Bullock-Sieger, Lightstar's Vice Present of Strategy, has been invited to participate in the advisory board committee for the Rutgers’ DOE FARMS Project that will train agrivoltaic farmers on the Rutgers’ sites and create a pipeline of AGPV farmers across the country.

After delays, the NJ Board of Public Utilities shared a draft proposal for the program in fall 2023. Lightstar looks forward to the final proposal and the chance to submit projects later this year. Lucy Bullock-Sieger, Lightstar's Vice President of Strategy, has been invited to join the advisory board for Rutgers’ DOE FARMS Project, which will train agrivoltaic farmers and develop AGPV farmers nationally.
