Illinois Policy
Illinois Community Solar Program
Illinois has a statewide goal of 100% clean energy by 2050. The Illinois community solar market is one of the most mature and exciting markets in the Midwest, with a robust state-run “Illinois Shines” program that offers well-defined opportunities on an annual basis. Lightstar offers landowners significant opportunities to participate in the traditional community solar sector, including dual-use with agricultural production. In addition, Lightstar is one of few developers who offer options to partner with public schools and institutions of higher education to take part and receive steady income through the Illinois Shines Public Schools program.
Update - December 2024: Currently, both Group A (Ameren) and Group B (ComEd) have substantial project waitlists for Traditional Community Solar (TCS) projects in Illinois. Projects on the waitlist receive priority capacity allocations when the new program year opens in June of each year. Lightstar continues to advocate for priority capacity allocations for agrivoltaic projects under the state's traditional community solar program. Lightstar also continues to work with stakeholders in Illinois on broader agrivoltaic policy and education efforts with researchers, farmers, and non-profits.
