Lightstar leaders appointed to key roles with Black Owners of Solar Services and the Coalition for Community Solar Access

Lightstar Renewables is celebrating the appointment of three of its leaders to prestigious roles in the broader solar energy community. Proud to represent Lightstar at these important tables are:

  • Theodora Okiro Quarles, Lightstar’s Policy and Strategy Manager – West, elected Policy Chair for Black Owners of Solar Services and Vice-Chair for the Coalition for Community Solar Access Michigan

  • Lucy Bullock-Sieger, Lightstar’s VP of Strategy, elected Committee Chair for the Coalition for Community Solar Access New Jersey

  • Kelly Buchanan, Lightstar’s Manager of Policy and Strategy – East, elected as Vice Committee Chair for the Coalition for Community Solar Access Maryland

Theodora brings her deep expertise in the rural-urban connection through clean energy, and how community solar economic development can impact communities, to Black Owners of Solar Services (BOSS). In her policy-focused role, she will advance BOSS’ mission to combine and leverage the collective power of its members to lead actionable solutions for sustained access to equitable opportunities in clean energy production, distribution, and storage for Black-owned businesses.

Theodora will also be returning to serve as Vice-Chair for the Coalition for Community Solar Access’ (CCSA) Michigan Committee, Theodora was previously the inaugural chair of the Michigan committee.

An innovative and resolute advocate for community solar and expert on agricultural land use issues, Lucy holds a decade of experience implementing strategy for current and new markets,  influencing regulatory policy and leading government affairs and marketing initiatives. As Chair of the CCSA’s New Jersey Committee, she will lead efforts to inform and realize sustainable and equitable solar program policy across the state. Lucy is looking forward to partnering with the New Jersey Board of Public Utilities and other stakeholders on implementing both the permanent community solar program and the nation-leading dual-use pilot program.

Kelly brings an impressive background in freshwater conversation and regulatory affairs to Lightstar. As the new Vice Chair of the CCSA’s Maryland Committee, she will draw on her network of advocacy organizations, industry colleagues, legislators, and administration officials to carry through creative and effective ideas for solar implementation, in a state that generates less than five percent of its electricity from solar arrays.
